The federal Department of Housing and Urban Development (HUD) is
requiring all communities that receive HUD funding (the vast majority)
to implement a Homeless Management Information System (HMIS) by the end
of 2004.* Homeless shelters will be entering client information into
these HMIS databases, and in return communities will get unduplicated
counts of homeless persons served, electronic case management tools, and
better planning information.
Several communities in Washington State have banded together to create
an open source HMIS, the latest version of which can
viewed/demoed/downloaded from: http://homeless-mis.net/
Although there are several commercial HMIS systems, as far as I know the
open source HMIS is the only one fully compliant with the HUD draft HMIS
Data Standard (http://www.hud.gov/offices/cpd/homeless/hmis/).
